As few people as possible should have access to the personal information of your employees. The information should be kept in a lockable cabinet or drawer. Never give out employee phone numbers to colleagues. If contact needs to be made, the person authorised to have access to this information may phone the employee and ask them to phone the colleague back or give permission for the phone number to be forwarded.
